Tom Armstrong to Serve as Southern’s New Chief Information Officer

Tom Armstrong will join Southern Connecticut State University as its next chief information officer (CIO), effective January 9, 2026.

Armstrong brings extensive experience in technology leadership across higher education, government, and the private sector. Most recently, he served as director of strategy and enterprise architecture for the State of Connecticut, where he led statewide technology initiatives, managed IT operations across 40 agencies, and advanced efforts in cybersecurity, AI implementation, and digital transformation.

Prior to that, Armstrong was associate vice president for enterprise systems at Fairfield University, where he developed a five-year IT plan, upgraded ERP systems, and advanced data governance and student-centered technologies. His professional background also includes positions at PWC, IBM, and Deloitte.

Armstrong holds master’s degrees in cybersecurity from Fairfield University and information systems from Quinnipiac University, along with a bachelor’s degree in accounting and management from Georgetown University.
